An Caution for Keir Starmer from His Own Past: Without Boldness on Britain's EU Exit and the EU, His Party Challengers Will Be.

Back in 2018, a mere a short phrase to energize a Labour conference demonstrating Labour was becoming disillusioned with its then leader. While not precisely soaring oratory, the phrase met with rapturous applause as most of the hall rose in an impromptu ovation.

When the noise subsided, Keir Starmer, stood at the podium, visibly startled. He wasn't really accustomed to his speeches having such an effect. His statement was simply: "Nobody is ruling out remain as an option". But context is everything.

During that darkly divisive time of 2018, departing from the prepared script like this was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize leave supporters in working-class seats above the pro-European instincts of his party. With that single address, this grey-suited opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who would stand up for most Labour MPs, members and voters against the leadership he later succeeded.

The Shift in Position and Settled Issues

In the years since, much has happened, especially for Starmer himself. An early move upon assuming leadership from Corbyn in 2020 was to declare the EU question was resolved by the previous year’s general election. And, at the last one, he repeatedly emphasised manifesto “red line” commitments that forbade re-entry into the European Union or its core structures.

Like his predecessor, his strategy has been to pursue pro-Leave voters in key seats, despite polling evidence indicates many of them have passed away or shifted opinion.

Pressure Building on Europe

However, it’s now Starmer is now to face the pressures of being a party leader. And, if Europe may not be the boiling pot of British politics, a lid which was tightly sealed for five years is starting to loosen again.

The Prime Minister and Chancellor have ramped up their language regarding the damage caused by Brexit has inflicted on Britain's economic standing. This serves as an effective tool to criticize the Reform UK leader, who now rarely mentions how leaving the EU was once his singular purpose and remains his sole political accomplishment.

Nevertheless, the scale of the damage, reportedly has resulted in an economy that is between 6% and 8% smaller compared to EU membership, dwarfs the minor adjustments thus far implemented by ministers. Starmer’s so-called re-set deal agreed with Brussels last summer offers economic benefits measured in low decimal points.

Cabinet Divergence and Ambitious Proposals

The chancellor is one of those trying to overcome entrenched interior ministry opposition to a broader scheme of a growth-enabling youth mobility scheme allowing young people can travel between Britain and Europe to study or work.

The deputy prime minister muses openly about the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, including the chair of the powerful finance committee, recently voted for an opposition proposal on joining one.

Although the Europe minister, who oversees UK-EU relations, who is now attending all cabinet sessions, insists the firm boundaries are still in place, there exist avenues to work around them. One idea involves declaring the commencement of talks immediately for a more ambitious agreement, for inclusion in the following election platform, to be enacted only after securing a new electoral mandate.

Starmer's Fundamental Doubts

Yet, Starmer has most recently pouring cold water again cautioning that rejoining an EU customs arrangement could undermine the commercial agreements with America, which he views as signature achievements of his government.

It is understood that Starmer's doubts go still deeper, and is rooted in several key concerns.

  1. First, he thinks any customs union agreement has been made much harder as ministers are busily de-aligning from EU regulations in numerous sectors, like environmental standards.
  2. Second, the exorbitant price demanded from Britain to join the EU’s new defence fund and the subsequent collapse in talks has convinced UK negotiators that former EU partners are less interested in cutting special deals with Britain and are more focused on proving that leaving the EU was a mistake.
  3. Thirdly, the new US national security strategy, which has been welcomed by the Kremlin, is seen by some influential figures in Downing Street as a reason for the UK to keep its distance from Europe.

A Bizarre Strategy and Geopolitical Considerations

This bizarre and terrifying document asserts Europe is threatened by “civilizational erasure” due to Muslim migration. It includes only one reference to Britain, found on a suggestion that the US government may interfere in our politics to encourage the rise of “patriotic” parties.

But, far from deciding that this renders America an unreliable partner, ministers reportedly fear that deeper EU integration could upset the global balance by endangering fragile US military support for Ukraine, Nato and much more besides.

Succession Chatter & The Echo of 2018

This situation returns us to the conference of 2018. Starmer has always said his speech was not an attempt for the leadership but merely an attempt to keep open the “option” of staying in the EU being on the ballot paper. In fact, back then, he still supported a tailored trade agreement similar to the one he currently seems to reject.

Observers within the Prime Minister's office note that the Health Secretary, widely considered would stand in any leadership election, is among a group of cabinet ministers letting it be known they desire greater ambition on Europe.

Staff for the Deputy Prime Minister, another probable runner in a future race to replace Starmer, insist she refuses to comment on her position on a customs union as it would merely “escalate unhelpful speculation”.

The Obvious Danger and A Wise Reminder

The risk is clear. Should the PM reject significant moves towards a close relationship, he cedes ground to claim the territory where the overwhelming majority of Labour MPs, members and voters reside.

It would be wise of him to remember the effect that a short phrase had on his career seven years ago. There are options for a big offer on Europe that the prime minister should not “rule out”; he should prise them open personally, before someone else makes them his – or her – own.
