British Broadcasting Corporation Gaza Film Considered a 'Major' Breach of Broadcasting Rules, Declares Ofcom

The British broadcaster committed a "major breach" of broadcasting rules by omitting to mention that the narrator of a programme about Gaza was the offspring of a Hamas official, as ruled by British broadcasting authority Ofcom.

An investigation by the broadcasting watchdog into Gaza: How to Survive a Warzone has found that the programme was "materially misleading".

The chief executive of the broadcaster had previously apologised, saying there had been "a major oversight in relation to factual correctness".

The authority has ordered the BBC to broadcast a peak-time announcement about its decisions.

"Since this amounts to a serious breach of our code, we are instructing the BBC to air a message of our findings against it on BBC2 at 21:00, with a timing to be determined," it said.

'Possibility to Erode Credibility'

The watchdog's report stated: "Our probe determined that the documentary's lack of disclosure that the presenter's male guardian occupied a position in the Hamas-controlled administration was substantially inaccurate.

"This implied that the public did not have essential details which may have been extremely pertinent to their judgment of the narrator and the details he provided.

"Credibility is at the heart of the connection between a broadcaster and its public, especially for a public service broadcaster such as the British Broadcasting Corporation.

"This oversight had the potential to damage the significantly high amounts of trust that audiences would have put in a documentary produced by the BBC about the Gaza conflict."

The documentary was pulled from the online platform in the month of February after the presenter's familial connections were revealed, and in this past July an internal BBC review determined it breached the broadcaster's editorial guidelines on truthfulness.

A BBC spokesperson stated: "The Ofcom ruling is in line with the conclusions of Peter Johnston's review, that there was a major oversight in the documentary in relation to the broadcaster's journalistic policies on truthfulness, which reflects regulation 2.2 of the regulator's media standards.

"We expressed regret for this and we comply with Ofcom's decision in its entirety. We will adhere to the directive as soon as the date and language are determined."
