The Failure of the 28-Clause Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are conducted: optimistic declarations are delivered from multiple capitals. Immense energy is expended on restraining certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from across the border, a capability provided through timely intelligence. From vantage locations, defense planes that had been dispatched to counter approaching aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's anti-aircraft weapons engaged: several firings fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through partner states. Every launch shakes the surroundings, rattling buildings. The moment of terror quickly gives way to sober acceptance: possibly the incoming missile won't cause damage this time, protecting urban areas from catastrophe and additional electricity failures.

Persistent Threats

Not long after, a large-caliber weapon fired at a unmanned aircraft close by, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv faced the early updates: seven people killed, damage and heating outages in many homes as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on international aid – a reliance that European nations are demonstrably unable to fill in the near term.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, debate and deep concern – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, persist.

Tactical Assessments

It is convenient to criticize particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the whole story. US administration works based on a premise understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House presumes that it is impossible to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does little to discourage Russia, through statements or actions, from believing that the status quo will not shift further in its favour in the months ahead.

Divergent Views

Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding civilians and areas but averting a total frontline collapse until situations evolve in its benefit.

Current Realities

Realistically, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the remaining European nations, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
