UK Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a new study of municipal councils, English councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of properties to stabilize finances.

Growing Financial Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of councils are intending to dispose of properties to meet the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and land to shore up their budgets, but they argue they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a significant number of authorities attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and utilising financial reserves to manage growing financial challenges.”

Detailed Cases of Planned Sales

Medway Council in Kent announced its property management strategy included the disposal of a retail complex in a local town and a community venue in another town to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Increases and Wider Financial Pressures

The survey of local authorities in the key cities group, which includes several urban centers, further found that over seven in ten of councils will need to raise local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both improved services and cost efficiency,” said Vince Maple.

He continued: “There are demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week also found local finances being stretched by the increasing figures of children and adults requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Deprivation and Financial Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 across the country under the latest deprivation indices,” said the study.

“Although only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data highlights the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis added.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of disadvantage and need,” stated a council leader.

“Without this, local authorities will continue to face difficult decisions around which vital provisions to fund, and which to cut, to the disadvantage of their residents.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study found.
